Guidelines and procedures for water quality sampling under the K-WASH program

Sampling is used by the Independent Verification Agent (IVA) during each verification round to assess whether counties have met the Disbursement Linked Indicator (DLI) requirements. The methodology below outlines how observations are selected and verified for each DLI.

Key Notes on Sampling

  • Stratified random sampling ensures geographic coverage — the IVA samples from different sub-counties within each county.

  • Even when sampling is used, the 80% rule applies: if less than 80% of sampled results are eligible, the county receives no disbursement for that DLI in that period.

  • Counties should prepare all reported results for verification, not just the expected sample — the IVA may expand sampling if issues are found.
