DLI 2: Improved Water Services

Overview

The Program will pay US$ 40 per household that gains access to an improved water service within the Program period. The same amount (US$ 40 per household) will be paid whether the access is through an improved water service from a water scheme that is new, or one that is expanded.

Disbursement criteria If verification finds that less than 80% of results reported in a county for DLI 2 in any one program period and verification cycle are eligible, the county will not receive any disbursement for those results under DLI 2 in the current program period. However, the county may resubmit the results for verification in a subsequent Program period after resolving the eligibility issues.

Eligibility Criteria for Disbursement

Each household must meet ALL of the following criteria to be eligible for disbursement under DLI 2:

2.1The improved water point must be either a metered connection to a household, a shared yard tap or water kiosk, or a hand pump shared by more than one household. (Where a hand pump is fitted to a hand dug well, the well must be lined and fully covered with a slab)
2.2If not a metered connection to a household, the water point must be within at most 500 meters from the households served
2.3A water point must have a minimum flow rate of 0.16 litres/second at each tap. (i.e. it takes 2 minutes to fill a 20 litre jerrycan). Where water rationing is in place, a household must have access to at least 20 litres of water per household member per day from the water point.
2.4The new or expanded water scheme must have a technical design that meets the minimum design standard. The minimum design criteria define the expected minimum materials and construction quality as well as the minimum litres per capita per day for domestic water uses and for multiple water uses.

Required Documentation

Once you have all documents required you will be able to submit results against the DLI. Below is the checklist for completing the verification protocol.

Design report and construction completion certificate - Both signed off by the EBK approved professional engineer
Environmental and Social (E&S) statutory licenses - NEMA EIA license and WRA abstraction permit for the scheme
Land ownership confirmation - Title deed or a formal/recognized land transfer agreement with the community
Water quality test certificates - For each water scheme being reported
WSP service area map - Drawn to scale, showing location of water points and households served within 500m radius
