For both DLIs 10.1 and 10.2 the 80% rule applies: If verification finds that less than 80 percent of the households reported in a County in any one Program period have access to an improved sanitation facility, the County will not be eligible to receive any disbursement for those results under DLI 10.2 in the current Program period; however, the County may then resubmit the same results for verification in a subsequent Program period.

Eligibility Criteria for Disbursement

DLI 10.1 : Number of households in the refugee camps, and in the Host communities (50 percent each) provided with access to improved water services under the Program

Disbursements will be made in proportion to the number of Refugee households and Host community households (as defined in Section 11 Definitions in the POM) gaining access to an improved water service (as defined in Section 11 Definitions in the POM) since the start of the Program, through: (i) improved water points constructed under new water schemes (as defined in Section 11 Definitions in the POM), built since the start of the Program; and (ii) improved water points newly constructed under existing water schemes, that have been expanded after the start of the Program (as defined in Section 11 Definitions in the POM).

For a household to be eligible for disbursement under DLI 10.1, the household must have been without access to an improved water service, prior to the beginning of the Program.

Households not located in refugee camps and refugee host communities that are within Garissa and Turkana counties, are not eligible for disbursement under DLI 10.1

DLI 10.2 : Number of households in the refugee camps, and in the Host communities, (50 percent each), provided with access to an improved sanitation facility (Number)

Disbursements to refugee hosting counties will be triggered scalable to the number of households in the refugee camps, and in the host communities. Disbursements will be made in proportion to the number of households that have gained access to an improved sanitation facility (as defined in Section 11 in the POM).

For a household to be eligible for disbursement under DLI 10.2, the household must have been without access to an improved sanitation facility, prior to the beginning of the Program.

Verification Protocol – IVA Procedure

DLI 10 Verification Protocol

DLI 10.1

Verification of results will be through desk-based review of documents submitted by each county and physical verification visits.

The IVA will carry out a desk-based review of:

Official letter of concurrence on results reported for the refugee camps and immediate host communities (see Definitions) from the Commissioner of Refugee Affairs (CRA) to the County Government.
Official signed and stamped letters, one from each of the County CECM, Commissioner Refugee Affairs to the Principal Secretary for the SDWS confirming that:
the households reported (both refugee households and host-community households) in the PRMR under DLI 10.1, were without access to an improved water service, prior to the beginning of the Program;
that the households have not been reported in the PRMR under DLI 10.1 in any previous Program period; and
that households reported in the PRMR under DLI 10.1 are served by water schemes that meet the minimum design checklist (as defined in Section 11 in the POM)
A letter for each submitted water scheme under DLI 10.1, signed by both the Chairperson and Vice Chairperson of the water scheme, confirming that
1. the households reported in the PRMR as gaining access to an improved water service from the scheme all meet the improved water service requirements (as defined in Section 11 in the POM)
2. the households reported in the PRMR as gaining access to an improved water service from the scheme, were without access to an improved water service (as defined in Section 11 in the POM), prior to the beginning of the Program
For each water scheme for which households are being reported in the PRMR as gaining access to an improved water service under DLI 10.1, the:
1. Design report (as per Annex x in the POM) and construction completion certificate for the scheme
2. Environmental and Social (E&S) statutory licences (NEMA EIA licence and WRA abstraction permit) for the scheme
3. Land ownership confirmation (Title document or signed land agreement) for the land that the scheme is constructed on
4. The water quality certificates for each water scheme for which households are being reported in the PRMR as gaining access to an improved water service under DLI 10.1.
5. WSP service area map (drawn to scale) to determine number of households served within 500m

DLI 10.2

Verification of results will be through physical visits to villages and physical inspection of household sanitation facilities, on an agreed sampling basis, defined under Section III Methodology below.

The verification of results for refugee camps will require a No Objection from DRS.
